Police say Rachel Kelly Villalobos, 45, was lying on the freeway entrance ramp near Piedras just before 6 a.m. that Wednesday morning.

A TxDOT vehicle approached the on-ramp when Villalobos got up and ran onto the freeway. While Villalobos was running on the freeway, a man who was traveling westbound on I-10 in a Jeep Wrangler could not avoid her and ended up striking her, according to police.

After the crash, Villalobos was struck by two other vehicles and ended up dying from the injuries she sustained.

The Special Traffic Investigations Unit then responded to the scene and later notified the next of kin on Nov. 1.

Police say the contributing factor in this crash was a pedestrian in the roadway.

This is the 57th fatality this year compared to 65 at this same time last year.
