In the Jackson area, seven food-service places and restaurants received a failing health inspection grade in October, according to the Mississippi State Department of Health.
As of Nov. 1, five of the seven facilities had conducted follow-up inspections and had rectified the failing grades.
Below are the restaurants and food service facilities in District V, including Hinds, Rankin and Madison counties, that received a failing grade of “C.”
Hinds County health inspections
Barack Obama Magnet School, located at 750 N Congress St. in Jackson, received a failing grade during a scheduled inspection on Oct. 17. The school was marked “not in compliance” for adequate hand-washing facilities. A follow-up inspection has not been completed as of Nov. 1. Previously, Barack Obama Magnet School had not received a grade below a “B.”

Madison County health inspections
The Links of Madison County, located at 147 Links Dr. in Canton, received a failing grade during a permit inspection on Oct. 10. The inspection notes a lack of a certified manager. As of Nov. 1, a follow-up inspection has not been conducted. Previously, the Links received a failing grade during a permit inspection in 2017, which was rectified during a follow-up.
Bumpers Drive-In, located at 937 Hwy 49 in Flora, received a failing grade during a scheduled inspection on Oct. 29. The inspection states the restaurant was deemed “not in compliance” regarding several categories including proper sanitization of food-contact surfaces, presence of insects, rodents or animals, properly installed plumbing backflow devices and displaying previous permit inspections. The next day, on Oct. 30, a corrective follow-up was conducted and the restaurant earned a “B” rating. Previously, this Bumpers location had received a failing grade on six occasions since 2017.
Staybridge Suites, located at 801 Ridgewood Road in Ridgeland, received a failing grade during a permit inspection on Oct. 7. The inspection cites a lack of a certified manager. On Oct. 17, Staybridge Suites earned a “B” during a follow-up inspection and had not previously received a grade below an “A.”
Rice Cafe, located at 102 Dees Drive in Gluckstadt, received a failing grade during a permit inspection on Oct. 10. The restaurant was found “not in compliance” regarding a certified manager and adequate hand-washing facilities. On Oct. 14, the restaurant earned a “B” during a follow-up inspection. Rice Cafe had not previously received a failing grade.

Rankin County health inspections
El Ranchito, located at 1172 Hwy 49 S in Richland, received a failing grade during a permit inspection on Oct. 22. The inspection notes the restaurant’s lacked proper cold holding temperatures for food. On Oct. 29, the restaurant received a follow-up inspection and earned a passing grade of “B.” Previously, El Ranchito had not earned a grade below “B.”
Fueltime 8 Exxon, located at 484 South Pearson Road in Pearl, received a failing grade during a permit inspection on Oct. 16. The facility was found “not in compliance” regarding adequate hand-washing facilities. On Oct. 29, a follow-up inspection brought the facility up to a “B.” Previously, this Exxon location had received one failing grade in 2021 which was rectified during a follow-up.
Health inspection grading system
The MSDH grades health inspections on an A, B and C scale, with C considered a failing grade.
The MSDH website states the following regarding the grading scale:

A rating: “The facility inspection found no critical violations. Critical violations of the state Food Code are those more likely to lead to food contamination, illness, or other health risk.”

B rating: “Critical violations were found, but corrected under the supervision of the inspecting environmentalist. No further corrective actions are required.”

C rating: “Critical violations were found, but some or all were not corrected during the inspection. The facility will be re-inspected, and all violations must be corrected in a time period not to exceed 10 days. The re-inspection date is posted on the graded report. If violations are not corrected in the specified time, steps are taken to suspend the facility’s permit to operate. A grade of C is also given if critical violations are repeated from the last inspection, even if they were corrected at that time.”
